    Adaptive approaches to REDD+ are needed for countries with high forest cover and low deforestation rates

    Reducing emissions from deforestation and forest degradation (REDD+) aims to maintain forest carbon stocks above benchmark reference levels through financial compensation. However, countries with high forest cover and low deforestation (HFLD) are unlikely to be compensated fairly if REDD+ initiatives fail to conserve existing forests and to incentivize low deforestation rates. Here we analyze the submissions of forest reference levels (FRLs) of five HFLD countries [Democratic Republic of the Congo (DRC), Republic of the Congo (Congo), Guyana, Papua New Guinea, Suriname] to the REDD+ platform of the United Nations Framework Convention on Climate Change. We assessed if the FRLs are likely to yield compensation payments that maintain carbon stocks above the business-as-usual scenario and compared the FRLs with quantitative emission data. Our results show that only Guyana submitted an FRL that yielded sufficient monetary incentives for low deforestation rates. Compensation payments will likely be insufficient in Suriname, Papua New Guinea, and the Congo. The FRL of the DRC would generate the highest compensation payment (on average US$ 1.3 billion annually). Overall, our results suggest that payments from REDD+ will fail to provide adequate incentives for most HFLD countries. We suggest that the FRL should allow for post hoc adaptation to changes in the drivers of deforestation. This implies that REDD+ schemes need sufficient flexibility to reflect changes in the opportunity costs of alternative land uses, which is particularly acute for HFLD countries where pressure on forests can accumulate rapidly.     Economic valuation of Mangroves for comparison with commercial aquaculture in south Sulawesi, Indonesia

    Mangroves are recognized as a provider of a variety of products and essential ecosystem services that contribute significantly to the livelihood of local communities. However, over the past decades, mangroves in many tropical areas including the Takalar district, South Sulawesi have degraded and decreased mainly due to conversion to aquaculture. Currently, little is known about the economic benefits of commercialization of aquaculture as compared to those derived from mangroves in the form of products and services. Here, we estimate the Total Economic Value (TEV) of mangrove benefits in order to compare it with the benefit value of commercial aquaculture. Market prices, replacement costs, benefit transfer value and Cost-Benefit Analyses (CBA) have been used for value determination and comparison. The results show that the per year TEV of mangroves in the study area (Takalar district, South Sulawesi) was in the range of 4370 thousands USD (kUSD) to 10,597 kUSD or 4 kUSD to 8 kUSD per hectare (the highest value contribution derived from the indirect use value (94%)), whereas commercial aquaculture had a net benefit value of 228 kUSD or 3 kUSD per hectare. In addition, the comparison of Net Present Value (NPV) between the benefit value of mangroves and that of commercial aquaculture revealed that conversion of mangroves into commercial aquaculture was not economically beneficial when the analysis was expanded to cover the costs of environmental and forest rehabilitation

    Ecosystem services and nature's contribution to people:negotiating diverse values and trade-offs in land systems

    Land is increasingly managed to serve multiple societal demands. Beyond food, fiber, habitation, and recreation, land is now being called on to meet demands for carbon sequestration, water purification, biodiversity conservation, and many others. Meeting these multiple demands requires negotiating trade-offs among the choices and differing values placed on them by diverse stakeholders and institutions. Here, we review recent advances in understanding the role of diverse values and trade-offs in managing landscapes to support multiple demands, from a land systems perspective. Recent work by the IPBES and others has recognized the need to accommodate a greater diversity of values into decision-making through the framework of nature's contributions to people (NCP) providing a perspective on human nature relations that goes beyond a stock-flow, ecosystem services, decision-making framing. NCP offers real potential to enable land system science to better integrate the many diverse value systems of stakeholders and institutions into efforts to better understand and more fairly govern the increasingly wicked tradeoffs of land systems in the Anthropocene, especially under conditions of less well functioning institutions and governance. © 2019 Elsevier B.V.This study contributes to the Global Land Programme.     Weather and resource information as tools for dealing with farmer–pastoralist conflicts in the Sahel

    Conflicts between pastoralists and farmers in the Sahel mainly arise from competition over land and water resources or because of livestock damage to crops. Rather than being linked to larger environmental change processes such as climate change, conflicts are often caused by inappropriate zoning of land, governance and unequal power relations between stakeholders. However, conflicts may be affected by more short-term weather and resource information that guide mobility of pastoralists. In this paper, we therefore explore if improved weather and resource information and improvement in its communication could prevent conflicts or reduce their severity. Based on a survey of key stakeholders involved in dissemination of weather and resource information and studies on pastoral access to and use of information, we conclude that improved information may both reduce and increase the level of conflict, depending on the context. Communication of information will need to go beyond just the weather and resource information and also include the multiple options for herd movements as well as providing information on herd crowding and potential conflict areas

    Navigating between Tea and Rubber in Xishuangbanna, China:When New Crops Fail and Old Ones Work

    Following the massive expansion of rubber plantations in China, considerable research has been conducted on the impact of these landscape changes. The general consensus is that there have been negative impacts on the environment and positive impacts on local economies. However, since rubber prices dropped after 2011, the economic benefit to the local people is challenged and the impact on the local people and communities remains unclear. Using a mix of qualitative and quantitative methods, this longitudinal study investigates how the drop in rubber prices has affected a local community and the local people in Manlin, Xishuangbanna, China. It investigates local coping strategies and the importance of alternative income sources and shows how differentiated access to alternative lands creates increased economic inequality within the village when prices fluctuate. Three general coping strategies were identified amongst local rubber farmers: doing business as usual, changing rubber management practices, and stopping- or decreasing tapping frequency. Differences in coping strategies are linked to factors including access to alternative income sources and rubber perceptions. Moreover, households with access to tea land were found to have experienced negligible impacts of decreasing rubber prices as income from tea has increased more than income from rubber has decreased, leading to increasing intra-village economic inequality. We conclude that while this is a clear case of how income diversification is important for reducing livelihood vulnerability, it also shows that the large focus on rubber farming has created benefits in terms of improved infrastructure and connectivity that has helped expand the market for tea as well

However, it is not often well-established which institutional mechanisms explain the failure in meeting participatory and project goals. To fill this gap, we develop a telecoupling-inspired diagnostic approach to assess the level of institutional distance and opportunity for collective decision-making in ICDPs by looking at project information flows, project asset flows, and rules and regulation flows between project actors. We construct three management archetypes based on the direction and directness of such flows: decoupled management, telecoupled management and collaborative management. The archetypes are applied to a case study of a World Bank-financed ICDP in Argentina, drawing on qualitative data collected from individual interviews with project actors. Our findings challenge the notion that a project becomes participatory if the project design provides guidelines for participatory implementation. We find that our diagnostic approach helps to concretize the call for inclusion of local project actors across the project cycle, which is needed to make projects collaborative, relevant, and socially just. Finally, we advocate future project assessments to build on this approach and map the practical institutional relationships between project actors to provide transparency on the de facto level of project collaboration.     Governing for ecosystem health and human wellbeing

    Governance arrangements and processes influence access to and benefits from ecosystem services, and therefore the potential for ecosystem services to alleviate poverty. Governance also then influences the health of ecosystems. This chapter learns from decades of governance-related research to identify how to make ecosystem governance more effectively ‘pro-poor’. It is informed by a systematic mapping of literature related to governance of ecosystem services and renewable natural resources for improved wellbeing and poverty alleviation, expert interviews and a workshop with government and non-government actors across a range of sectors from both North and South. The chapter is organised around the concept of trade-offs, considering first ecosystem-focused approaches, then rights-based approaches and lastly, participatory approaches to governance. The chapter further addresses the relevance of scale and multiple administrative levels (multi-level governance) and the importance of informal, or socially embedded, institutions. The chapter concludes that there is no single governance approach that can definitively deliver on improved ecosystem health and human wellbeing, that trade-offs are inevitable and governance is therefore an inherently political process

    A global view of shifting cultivation: Recent, current, and future extent

    Mosaic landscapes under shifting cultivation, with their dynamic mix of managed and natural land covers, often fall through the cracks in remote sensing–based land cover and land use classifications, as these are unable to adequately capture such landscapes’ dynamic nature and complex spectral and spatial signatures. But information about such landscapes is urgently needed to improve the outcomes of global earth system modelling and large-scale carbon and greenhouse gas accounting. This study combines existing global Landsat-based deforestation data covering the years 2000 to 2014 with very high-resolution satellite imagery to visually detect the specific spatio-temporal pattern of shifting cultivation at a one-degree cell resolution worldwide. The accuracy levels of our classification were high with an overall accuracy above 87%. We estimate the current global extent of shifting cultivation and compare it to other current global mapping endeavors as well as results of literature searches. Based on an expert survey, we make a first attempt at estimating past trends as well as possible future trends in the global distribution of shifting cultivation until the end of the 21st century. With 62% of the investigated one-degree cells in the humid and sub-humid tropics currently showing signs of shifting cultivation—the majority in the Americas (41%) and Africa (37%)—this form of cultivation remains widespread, and it would be wrong to speak of its general global demise in the last decades. We estimate that shifting cultivation landscapes currently cover roughly 280 million hectares worldwide, including both cultivated fields and fallows. While only an approximation, this estimate is clearly smaller than the areas mentioned in the literature which range up to 1,000 million hectares. Based on our expert survey and historical trends we estimate a possible strong decrease in shifting cultivation over the next decades, raising issues of livelihood security and resilience among people currently depending on shifting cultivation
